The NFHS rules & case books are available online, but only to NFHS members - not to the general public. In all honesty they're a pretty tedious read, and unless someone was willing to really take the time & effort to study them in depth, they'd probably cause more confusion than they would alleviate, IMHO. The "simplified & illustrated" version is better, but only available in hard copy, not inline.

What I'd really like to see is NFHS/NASO/ASEP get together and do a "basketball primer for fans". Pick 10 to 15 basic concepts/rules of the game and explain how they work in plain english, then publish it as a PDF and allow it to be freely redistributed. It would need to be an easy read, include simple illustrations where appropriate, and even have a little humor thrown in. Heck, I'd even volunteer my time to help out....
