Ref18 - you are righ. The rules committee meets after the summer olympics and then the new rules used to be released 2 years after the games. This gave everyone time to get a copy and implement the rules before the next Olympics. However since the 2000 Olympics, new rules have been released and implemented immediately after the games. I assume that this has something to do with the spread of technology and the internet making it easier and quicker to distribute rule changes.
