I'm out of ideas, unless you include not going table side on a T then that's another 3 and that would be 18.

In short, there are:

1) 3 possible officials;
2) 3 possible 'scenarios': staying (shooting or not), going the other way (throw-in), and going the other way (shooting);
3) 2 possible initial positions for an official (tableside or opposite).

3x3x2 = 18

for lead:
staying (shooting or not), tableside
