Everything is not black and white. Most of the time, plays are specifically addressed. Somethings simply require the official to make a decision based on his personal understanding of the rules. Some things are just judgment calls. In other cases, we do what we're told to do.

Most of us can agree to disagree with each other. But not you. You always have write in the third person, as if the party you're speaking of don't exist. If I disagree with someone, I have no problem addressing that person. Again, I hope I'm not as condescending as you are. If I have been to anyone, please forgive me.
