If you don't wish to join an organization with a fee, just check the NCAA website (ncaa.org) and then navigate to the rules for the particular sport that you are interested in.
The new rules/changes are always highlighted in each new season's rules book when it comes out. Additionally, there are often press releases posted on the website about forthcoming changes.
