http://www.cboa.org. This is my association (northern VA) and we have some information (can't remember exactly what) regarding referee development. We run our own in-house 10 or 12 week course (1 night a week) where we cover the rules/mechanics and the "applicants" also get court time in rec games. Hope this helps.
