In my game if a dribbler with control of the ball hits/touch's the floor for whatever reason - something needs to be called: Traveling, Player Control or perhaps PF on defense - but very rarely is it a NO CALL.

I do not understand your question either. But in the absence of contact as long as the player continues to dribble the ball while on the floor, nothing illegal has happened.
