I'm having trouble understanding the question, but ...

It would rarely be travelling, since you can't travel while you dribble.

If the offense initiates the contact and then falls, it's a no call if the defense wasn't disadvantaged (e.g., displaced).

If the defense initiates the contact and the contact affects the dribbler's speed, balance, rhythm (falling to the floor would qualify), then it's a foul on the defense.
