The inside edge of the boundary line, whether the boundary line is 2" wide or 3' wide, separates the court and the OOB area. If the bounced or dribbled ball hits this line and touches inbounds, the thrower has violated. It's pretty impossible for a ball to it this line and not hit inbounds as well.
