Most flagrant fouls happen to be technicals -- that is, they are contact fouls during a dead ball period, or non-contact behavior. (Depending on how you read the rule book, fighting during a live ball might also be a technical foul.)

Fouls are either personal or technical. Within those categories, they can be common, intentional, flagrant, player control, double, ..... (and not every descriptor applies to both categories).
