"Player A1 drives toward opp. basket, without influence by other player the ball is mishandled to the point of juggling at shoulder/head level for a distance of about 3 steps. At this point has a violation occured, if not can he/she shoot, dribble, pass, or stop and reestablish pivot? basically when does player control end and how does this effect traveling violations in the stated case?"
If you judge the player ended his dribble and then fumbled, then recovered the fumble, the player has used up the dribble option. If you deem the fumble as part of the dribble, it should be treated as an interupted dribble. If the player recovers possession by continuing a dribble (not catching, holding the ball, etc.) the dribble can legally continue. Attempting to stop the dribble by catching the ball with two hands, but fumbling the ball would be judged by me as fumbling after the dribble had ended.
