That part of the rule hasn't changed at all. It's the same penalty it always was. It's still a T if a player delays returning in-bounds after being
legally OOB.
They split the old rule. It used to cover 2 completely different situations-- (1) leaving the court for an
unauthorized reason and (2) delay returning after being
legally OOB. #1 is now a violation-- #2 is still a T.
The FED obviously thought that #1 wasn't a serious breach of the rules as #2 was, and thus was deserving of a lesser penalty. That was their rationale as I understand it.
