No one was ejected. The players were forced to change jerseys at halftime. The game was not forfeited. No one knows why the officials didn't know the rule but they checked the book at halftime. That's why the kids had to change jerseys. And, yes, the CHSAA did have more of a response than what you wrote.
The coach has been blamed for the entire incident and rightfully so. You can't place blame on the kids. What 17 year old kid do you know that would say, "No coach, that's illegal. I'm not going to do it."? For that and other reasons, the team is not being punished, just the head coach, and to a lesser extent, the asst. coach.
Sounds fair to me.
