It should be a very basic call - with two distinct elements.
1) Obstruction
2) Unsportsmanlike Conduct
Obstruction = 7.06(a), move the runner to the next base.
Unsportsmanlike Conduct = LL 9.01(d), move that player to the bench/showers!
