NFHS published their rule changes back in July. But, since our HS season is in the spring, it is not something that pops up on my attention list until the off season.
That is just to explain why it has taken so long to get the rules changes posted on
Softball Umpires.
On the handouts page are three PDF documents (prints of the information on the NFHS page) on:
1. The 2006 changes
2. Comments on the 2006 changes, and
3. Penalty for illegal equipment (burden on the coach)

here. I chose to publish them separately rather than just link to the NFHS page because (IMO) the NFHS's little embedded reader is a PITA.
