I think you could invoke 2-3 and just let him shoot before the sub comes in.
Or if you actually saw him untuck his jersey, it would definitely be an unsportsmanlike T.
If you suspect the coach to be complicit, you could go straight to the coach and say that #24 needs to tuck his jersey in before he shoots. If the coach waffles, stick him with the T.
