The all but one principle says that the only foul enforced from the spot are fouls by the offense behind the basic spot. For a running play the basic spot is the end of the run.
All other penalties are marked off from the basic spot. 10-6. Holding is a spot foul if it occurs behind the end of the run. In essence the all but one says that if the holding occurred at the 25 and the end of the run was the 30 then the 5 yards difference was gained as a result of the hold.
