The LBR actually goes into effect when the BR touches 1B. R1 needs to start moving one way or the other then.

So by rounding 1b, leaving the bag, the runner has made her decision to go to 2b. So if she rounds, assuming ball in circle etc...., she can be called for a LBR violation if she returns to 1b at this time ?

I actually had something like this happen. Batter walks, Catcher throws back to P-who just stands there. Batter rounds 1b , P throws over, BR takes off to 2b., 1Baseman drops ball picks it up throws to 2B theen BR stops and goes to 1b ... it happened a little while ago so my memory might not be exact basically I might have blown that call.
