Obsruction would protect the obstructed runner and all other runners affected by the obstruction.

I think it would be a bit of a stretch to protect a runner who was "distracted" because she was watching the obstruction. The rule is designed to protect a runner who was unable to advance because the runner in front of her was obstructed. (IMO)

I'd let the out stand.
