Cronyism could be a valid concern when it comes to internal peer ratings. So could an official maybe worrying about a young gun(s) coming up to take over his spot. That's why ratings should be done by trained evaluators who have no agenda or axe to grind. If you don't do it that way, you'll never know if everyone was using the same criteria to rate- which is key.
