Naw, they can get an idea about the rules from the NFHS web site, but the San Diego chapter of the CBOA will give them the proper training and get them into high school ball in their area, and maybe even beyond if they're good enough. The CBOA is the recognized officials association for all of CA. At least, that was my impression. Maybe somebody from CA can correct me if I'm wrong.
Btw, what's a "ferderation". A nation comprised of Ferds?

I don't disagree, I was just trying to point out all possibilities. I was also going to point out the NCAA website as well for some rule info. But there is no better way to learn than to be a member of a local association. I have worked with officials that didn't even belong to our local association ("Aw, it's just a waste of time, and it's so political..."), and it shows. They have no real clue as to what's happening on the floor.
