At our clinic the same answer as last year was given, if the HC is ejected, the appointed HC can call TO, but the assistant can only do that in that specific circumstance. On the NFSH web page, they commented the Situation with the following:

The following interpretation was changed by the Editorial Committee due to fact they did not want to continue to reward a team with the opportunity to request a time-out if the head coach had been ejected. This does not limit any player from requesting a time-out.
