In SP, ball is dead and R1 can not advance unless forced. Pony 9-2 and ASA 8-1-C indicate that in FP ball is in play unless the ball is blocked. My ruling was that players advanced legally. Right or wrong?

First of all, welcome. No need to tell us where runners are not located. She wasn't forced, so what? You didn't mention the sanctioning body or age level. In Women's open, the ball is live in SP as it is for all men's SP.
All of which is irrelevant to your point. The ball is live and all advance by the runners is legal.
