Both USAV (Rule 8.2a) and NCAA (Rule 11.5b) agree on the priority for exceptional substitutions.

"b. For an exceptional substitution, the injured player is replaced in the following priority:

1. By the starter or a substitute who has played in the position of the injured player or by any substitute player who has not already participated in the game;

2. By any substitute player on the bench regardless of previous position played; or

3. By the libero player, who must then wear the same uniform as her teammates. That jersey must have a unique number (not worn by any teammate), but not necessarily the same number with which the libero started the match. If a player who has been replaced by the libero is the only substitute player on the bench, that player should first replace the libero, and the libero becomes the exceptional substitute." (NCAA Rule 11.5b)

So, in your situation, Tony gave you the straight skinny. Ya done good, partner!

"#2 injures her ankle and cannot continue." "All available subs have been in the game" and "she has not been subbed for in the game." That means that #1 above is eliminated as a possibility.

The next priority is any sub who has already been in the game regardless of position played OR the libero.

So, for question #1: the libero can be the exceptional sub.

Question #2: yes, she must change jerseys to match her teammates (and I think that she learned to always bring along her alternate jersey!!!!)

Question #3: It was appropriate, but there should have been a penalty assessed if you had to change the roster. The only reason for the penalty is if the number she switched to was already listed on the roster for another player.

I hope that during prematch you had the injured players scratched so that you would not run into the situation of having injured players listed on the roster as eligible subs.
