1) Buy "Baseball Rules Differences" by Carl Childress (available through Gery Davis Sports).
2) Search dejanews for "gratuitous rules differences" (or something like that) -- it's a series of about 7 articles by Bob Pariseau on the differences -- at least the ones he thinks don't really make any sense.
3) Look in the back of the Fed rule book for a list of some of the significant changes.
