You are correct. That is one of the listed exceptions for contacting the kicker.

True. Neutral zone cannot be expanded into the endzone. Ask yourself what the purpose of expanding the neutral zone is. Then think about the result of a kick that crosses the plane of the goal line.

Rule 6-2-6

What is the spot of the foul for roughing the kicker? The place where he was roughed, right? Usually about 10 yards behind the line of scrimmage. Where is the basic spot for a loose ball play? The previous spot? Who commits roughing the kicker, offense of defense? The defense. So all fouls by the defense are penalized from the basic spot.

This is enforced from the previous spot and NOT from the spot of the foul.

The answer is false.
