Rule 4.1.D (the short-handed rule) would apply here. Seems to me the ruling as you described it is correct. There is no difference as to why the vacancy in the batting order exists: illness = injury = gone to the movies. If, in SP, you can't field or bat 9 or more players, then you forfeit. If you can field exactly 9, you're playing short-handed. If you have 10, you have a minimum full lineup.
