After the safety, A is then forced to free kick on an untimed down. Is there any reason why the kicker couldn't just tap the ball 1 yard with his foot and fall on it, ending the period? While this would be a first touching violation, that still should allow the period to end rather than taking a chance for a long return for a score.
Seems like it could work.
