You are correct that the rule book says a pitcher must drop his hands to his sides after disengaging. Although the rule book doesn't say this, it
means he must drop his hands before re-engaging the rubber.
From the BRD:

"Note 381-357: He does not have to separate (drop) his hands until he prepares to re-engage the pitcher's plate. That is one of the four OBR 'Don't do that' pitching infractions. ..."
