Absolutely.
Now if the official on the field does not notice that a fumble occured is this reviewable upstairs. In other words can the game be stopped and the clock adjusted accordingly?

It would be if the R needed to determine if the fumble was intentional, cuz if it was intentional it is an IFP beyond the LOS, and that is one of the types of plays which are reviewable. Now that is only for the big boys. For us lowly semi-pro officials, we do not have replay, or at least not in my neck of the woods.
