As a former 10U coach, I spent a great deal of time with the rule book because I felt it was my responsibility to my team to understand the game. When "umpires" would show up to the game in shorts and a tank top and then make calls that reflected an obvious lack of knowledge, I would be left with the feeling that they hadn't even bothered to look at the rule book. Very discouraging to myself, my players, and their parents.
