Drumb - you've posted a good number of highly illegible posts. I know - hard to be illegible when you type... but you've managed.

First - if you want ANY respect around here, try to type with some readable grammar and get rid of the 12-year old shorthand. I think everyone here has the impression you are about 14 years old.

Second - STOP posting as if you are an authority when you clearly don't know the rule. READ all of the posts before you type. There are some highly knowledgeable umpires on this board. You could learn a LOT if you stick around.

Now - to this post. The only one you got right was, "if he is in his in his delivery obviously yes", and even that was was hard to read to read.

If you are going to continue to umpire (no wonder that one team from the other post hates you... you have "issues" with the rules), try the rulebook.

"if he is just on the rubber no" -- not true. He must either disengage properly or step toward third base when throwing.
"if he is set no" - ditto
"if he is in his wind up yes" not true depending on the rule set being used by this league. In most rulesets, it is legal to move directly from windup to throwing to a base if done properly.
