In NCAA and Pro, a "quick" shoulder turn is deemed deceptive and is balked, but the FED rule, new in 2005, allows this movement.
We're running into a problem with players in Legion ball, played under Pro rules, making this move and being called for a balk because they are having to do something different than they did all Spring. The FED pooh-pooh's the situation and says it has NOT been a problem and no significant numbers of complaints have been made for it to consider revising the rule.
Any thoughts?

What do you think the Federation considers a problem?
Do you think the FED will change a ruling because some Legion pitchers aren't smart enough to realize what is legal and what is not?
If these pitchers are so smart to know that the FED changed their rule, why are they so dumb to not check the Legion rules for differences from NF rules?
