Does anyone else out there have a problem with the FED allowing the pitcher a "quick" shoulder turn to check a runner at first base before bringing his hands together in the set position?
In NCAA and Pro, a "quick" shoulder turn is deemed deceptive and is balked, but the FED rule, new in 2005, allows this movement.
We're running into a problem with players in Legion ball, played under Pro rules, making this move and being called for a balk because they are having to do something different than they did all Spring. The FED pooh-pooh's the situation and says it has NOT been a problem and no significant numbers of complaints have been made for it to consider revising the rule.
Any thoughts?
