Gotta say, Rock, that sounds dumb to me. Either lock down so you know for sure who the C is going to be when the horn goes off, or make the opposite official responsible whether s/he is T or C. Your new method leaves too much room for confusion. Good luck when you get a newbie who rotates with 0.5 left in the game.
