What I was told last year was they wanted the ball to be at the spot where the throw-in was to occur, so that the teams could just look for the ball. In 3-person, one official should be at that spot anyway, but apparently there were times the officals had to get together (perhaps to talk about end-of-game strategy, or where we're going to dinner afterwards
) and the teams didn't know where the ball was to be put in play.
