When the ball is dead, contact is ignored, unless it is intentional or flagrant -- which is a two-shot foul.

But, on a throw-in, the ball is live once it is handed or bounced to the player. COntact here is *usually* just a common foul. One and one. (Yes, there is a provision for this to be intentional. I didn't see the game, so I can't comment on whether I think the fouls you are referring to qulaified.)
