I don't have last years book with me.. were one of those sections #1 and #2 last year the part were if one runner stole a base all the other runners had to steal a base or be put out attempting to steal the next base or they all had to go back? I don't see that language in this year's book anywhere so I am assuming that a single runner out of multiple runners may attemp to steal once the ball reaches the front edge of home plate.

Forget the wording. It is basically back to the way it was a couple of years ago. Any runner may leave the base once the ball reaches the plate. The ONLY time the runner cannot steal on the pitch is when it hits the ground in front of the plate, hits the plate or hits the batter.
At that point any runner can attempt to steal until the pitcher has control of the ball in the infield and all play is obviously complete. If no one is moving when the pitcher receives the ball, the umpire should kill the ball at that point.
