I have always been taught not to blow the whistle to signal the end of any quarter, including the fourth. There are two reasons for this.

First, because of the airborne shooter rule and other similar rules, the horn (and therefore your whistle blown at the horn) really does not indicate the end of the quarter.

Second, if you blow your whistle, coaches expect a call.

After the horn, if I am trail, I just stand facing the scorer and give the "wipe out" signal.
