Call Ripken is close to OBR. The starter can be removed and returned once per inning. Any substitute pitcher can also be removed and returned in the same inning, once per inning. In summary, any pitcher can be removed and returned once per inning.

In all my years, I have never seen this happen. I have seen pitchers removed and return several innings later, but never in the same inning.
