Just kidding, having similar problem on this end.

Reread the scenario. This part of the discussion began with a multiple-out situation, like a double play that happens so quickly, there may be confusion as to which player was ruled out or safe.

It then morphed into circumstantial calls like on a pulled foot. This call should be short and concise, not a public announcement. And it is permissible in ASA and is not for every out or safe call.
