I wouldn't say they are
less educated; I would say that they are
differently educated. As I keep saying, NCAA officials are often told by their supervisors that they don't
want to see the Lead rotate as much as the NBA guys. They are being trained and educated a lot and very well; but simply (and intentionally) using a different philosophy from the NBA mechanics.

Again, I agree with this. I think that (for better or worse), the NCAA is
very slow to adopt anything that has an obvious NBA stamp on it.
