As has been stated, the three secound count ends when the shot goes up. If an offensive player gets the rebound, then the three second count begins anew. If you have a shot followed by two or three putback attempts, you can have players in the key for quite a while, legally.

I get coaches hollering about offensive players "camping out" during putback attempts. I tell them that no one has control. I had one coach,after I told him this say "It's on their offensive end!" To which I replied that it would be unfair for the offense to have to keep thinking constantly about getting out of the lane while trying to score on a putback attempt and then I said that he would not want me to call them in the lane on their end for the same thing.
