They are the people that focus on one word of a meaning in the rules, rather than the concept or philosophy of the rules. They can quote the rules word for word, but they cannot apply them properly on the field.
We have a guy like this in our football organization. Every presentation or discussion in the meetings he always questions the presenter as to what they say based on one very minor detail. He always has to comment on very point in a presentation made because they did not use the "word for word" language in the rulebook during that presentation.
We also have many on this board that wrangle over single words and try to make a big deal out of it.
