Two isssues in particular. How does and long does a pitcher have to come to a stop before delivering.?

Not less than one second and not more than 10 seconds.

Defining if a pitcher is hopping off the rubber.

Is she in contact with the "pitcher's plate" upon delivery?
In other words, is she pushing off from plate, or hopping
forward before releasing? Anyone can tell if a pitcher is hopping.
