And in nearly every case, the issue was the reluctance of the umpires to call it the FED way, instead, preferring the OBR way.

The appeal play is a good example. For the most part, umpires were not calling runners out in an unsolicited manner, as mandated by FED.

So FED changed it. But they still had to put their unique stamp on the rule by allowing verbal appeals. Allowing appeals by coaches - who aren't even game participants.
