Yes, the official is signaling the shot clock operator to reset the shot clock. You will see it done alot also when there are scrums in the lane, and the defense attains possession of the ball.
Unfortunately, it's a bad habit I've picked from doing college games, and I know I mistakenly incorporate it into my high school games from time to time.
