The dotted line wouldn't apply at this time because the ball was already inbounded and had crossed that temporary barrier. So we would have reverted to using the normal OOB line.
At least that is how I read Chuck's original play. B1 is inbounds in the frontcourt and throws an errant pass which is heading OOB.
