I seem to recall hearing that it is enforced at the MLB level as well to better coincide with TV commercials, but as I am not a MLB umpire, I can't confirm this. Maybe somebody there can.
When did you ever see one minute or 8 warm-ups (8 warm-ups yes) ever enforced at the major league level. I beleive there is also a rule that says a pitch must be delivered in a certain period of time. Tell that to Steve Trachsel. When he's pitching I can cut my lawn between pitches and not miss any action.
