I say, timeout can be called at any point up to when the team is positioned out of bounds with the ball.

The original poster specified that they were playing under NFHS rules. The rules citation that you gave is not an NFHS rule. There is no 5-8-5 in FED.
A TO cannot be given to the team without the ball after the throwing team has the ball or it is at their disposal.

I grant the timeout until the B player has the ball OUT OF BOUNDS. There's gotta be a window where the team that has just scored can call a timeout and that window doesn't end in my games just because a team B player catches the ball coming out of the basket.
